1Giê-trô, thầy tế lễ xứ Ma-đi-an, ông gia của Môi-se, hay được mọi điều Ðức Chúa Trời đã làm cho Môi-se cùng Y-sơ-ra-ên, là dân sự Ngài, và nghe Ngài đã dẫn dân ấy ra khỏi xứ Ê-díp-tô. 2Người bèn dẫn Sê-phô-ra, vợ Môi-se, đã cho trở về nhà cha, 3cùng hai con trai, một tên là Ghẹt-sôn, vì Môi-se đã nói rằng: Tôi kiều ngụ nơi ngoại bang; 4và một tên là Ê-li-ê-se, vì người lại có nói: Ðức Chúa Trời của tổ phụ tôi đã vùa giúp và giải cứu tôi khỏi gươm Pha-ra-ôn. 5Vậy, Giê-trô, ông gia của Môi-se, đến với hai con trai và vợ Môi-se, thăm người nơi đồng vắng, chỗ đóng trại gần bên núi Ðức Chúa Trời. 6Người bèn sai báo cùng Môi-se rằng: Ta là Giê-trô, ông gia của ngươi, ta cùng vợ ngươi và hai con trai nàng đến thăm ngươi. 7Môi-se ra đón rước ông gia mình, mọp xuống và hôn người, hỏi thăm nhau, rồi vào trại. 8Môi-se liền thuật cho ông gia mình biết mọi điều Ðức Giê-hô-va vì Y-sơ-ra-ên đã làm cho Pha-ra-ôn và người Ê-díp-tô, mọi điều khổ nhọc xảy đến cho mình dọc đường và Ðức Giê-hô-va đã giải thoát dân Y-sơ-ra-ên thế nào. 9Giê-trô lấy làm vui mừng về các ơn mà Ðức Giê-hô-va đã làm cho Y-sơ-ra-ên, giải cứu dân ấy khỏi tay người Ê-díp-tô. 10Giê-trô nói rằng: Ðáng ngợi khen Ðức Giê-hô-va thay! là Ðấng đã giải cứu các ngươi ra khỏi tay người Ê-díp-tô và tay Pha-ra-ôn, và giải cứu dân sự ra khỏi quyền của người Ê-díp-tô. 11Bây giờ ta biết rằng Ðức Giê-hô-va là lớn hơn hết các thần, vì khi người Ê-díp-tô cậy lòng kiêu ngạo dấy lên, thì Ngài thắng được chúng nó. 12Giê-trô, ông gia của Môi-se, bèn bày một của lễ thiêu và các lễ vật mà dâng cho Ðức Chúa Trời; rồi A-rôn và các trưởng lão Y-sơ-ra-ên đến ăn bánh cùng ông gia của Môi-se, trước mặt Ðức Chúa Trời. 13Qua ngày sau, Môi-se ra ngồi xét đoán dân sự; dân sự đứng chực trước mặt người từ sớm mai đến chiều. 14Ông gia thấy mọi điều người làm cho dân sự, bèn hỏi rằng: Con làm chi cùng dân sự đó? Sao con chỉ ngồi một mình, còn cả dân sự đứng chực trước mặt từ sớm mai cho đến chiều như vậy? 15Môi-se bèn thưa rằng: Ấy vì dân sự đến cùng tôi đặng hỏi ý Ðức Chúa Trời. 16Khi nào họ có việc chi, thì đến cùng tôi, tôi xét đoán người nầy cùng người kia, và cho họ biết những mạng lịnh và luật pháp của Ðức Chúa Trời. 17Nhưng ông gia lại nói rằng: Ðiều con làm đó chẳng tiện. 18Quả thật, con cùng dân sự ở với con sẽ bị đuối chẳng sai, vì việc đó nặng nề quá sức con, một mình gánh chẳng nổi. 19Bây giờ, hãy nghe cha khuyên con một lời, cầu xin Ðức Giê-hô-va phù hộ cho. Về phần con, hãy làm kẻ thay mặt cho dân sự trước mặt Ðức Chúa Trời, và đem trình mọi việc cho Ngài hay. 20Hãy lấy mạng lịnh và luật pháp Ngài mà dạy họ, chỉ cho biết con đường nào phải đi, và điều chi phải làm. 21Nhưng hãy chọn lấy trong vòng dân sự mấy người tài năng, kính sợ Ðức Chúa Trời, chân thật, ghét sự tham lợi, mà lập lên trên dân sự, làm trưởng cai trị hoặc ngàn người, hoặc trăm người, hoặc năm mươi người, hoặc mười người, 22đặng xét đoán dân sự hằng ngày. Nếu có việc can hệ lớn, họ hãy giải lên cho con; còn những việc nhỏ mọn, chính họ hãy xét đoán lấy. Hãy san bớt gánh cho nhẹ; đặng họ chia gánh cùng con. 23Nếu con làm việc nầy, và Ðức Chúa Trời ban lịnh cho con, con chắc sẽ chịu nổi được, và cả dân sự nấy sẽ đến chỗ mình bình yên. 24Môi-se vâng lời ông gia mình, làm y như lọi điều người đã dạy. 25Vậy, Môi-se bèn chọn trong cả Y-sơ-ra-ên những người tài năng, lập lên trên dân sự, làm trưởng cai trị, hoặc ngàn người, hoặc trăm người, hoặc năm mươi người, hoặc mười người; 26họ xét đoán dân sự hằng ngày. 1Now Jethro, the priest of Midian, Moses’ father-in-law, heard of all that God had done for Moses, and for Israel his people, how that Yahweh had brought Israel out of Egypt. 2Jethro, Moses’ father-in-law, received Zipporah, Moses’ wife, after he had sent her away, 3and her two sons. The name of one son was Gershom, for Moses said, “I have lived as a foreigner in a foreign land”. 4The name of the other was Eliezer, for he said, “My father’s God was my help and delivered me from Pharaoh’s sword.” 5Jethro, Moses’ father-in-law, came with his sons and his wife to Moses into the wilderness where he was encamped, at the Mountain of God. 6He said to Moses, “I, your father-in-law Jethro, have come to you with your wife, and her two sons with her.” 7Moses went out to meet his father-in-law, and bowed and kissed him. They asked each other of their welfare, and they came into the tent. 8Moses told his father-in-law all that Yahweh had done to Pharaoh and to the Egyptians for Israel’s sake, all the hardships that had come on them on the way, and how Yahweh delivered them. 9Jethro rejoiced for all the goodness which Yahweh had done to Israel, in that he had delivered them out of the hand of the Egyptians. 10Jethro said, “Blessed be Yahweh, who has delivered you out of the hand of the Egyptians, and out of the hand of Pharaoh; who has delivered the people from under the hand of the Egyptians. 11Now I know that Yahweh is greater than all gods because of the thing in which they dealt arrogantly against them.” 12Jethro, Moses’ father-in-law, took a burnt offering and sacrifices for God. Aaron came with all of the elders of Israel, to eat bread with Moses’ father-in-law before God. 13On the next day, Moses sat to judge the people, and the people stood around Moses from the morning to the evening. 14When Moses’ father-in-law saw all that he did to the people, he said, “What is this thing that you do for the people? Why do you sit alone, and all the people stand around you from morning to evening?” 15Moses said to his father-in-law, “Because the people come to me to inquire of God. 16When they have a matter, they come to me, and I judge between a man and his neighbor, and I make them know the statutes of God, and his laws.” 17Moses’ father-in-law said to him, “The thing that you do is not good. 18You will surely wear away, both you, and this people that is with you; for the thing is too heavy for you. You are not able to perform it yourself alone. 19Listen now to my voice. I will give you counsel, and God be with you. You represent the people before God, and bring the causes to God. 20You shall teach them the statutes and the laws, and shall show them the way in which they must walk, and the work that they must do. 21Moreover you shall provide out of all the people able men, such as fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. 22Let them judge the people at all times. It shall be that every great matter they shall bring to you, but every small matter they shall judge themselves. So shall it be easier for you, and they shall share the load with you. 23If you will do this thing, and God commands you so, then you will be able to endure, and all of these people also will go to their place in peace.” 24So Moses listened to the voice of his father-in-law, and did all that he had said. 25Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. 26They judged the people at all times. They brought the hard causes to Moses, but every small matter they judged themselves. 27Moses let his father-in-law depart, and he went his way into his own land.
1Toen Jethro, priester van Midian, schoonvader van Mozes, hoorde al wat God aan Mozes, en aan Israel, Zijn volk, gedaan had: dat de HEERE Israel uit Egypte uitgevoerd had; 2Zo nam Jethro, Mozes' schoonvader, Zippora, Mozes' huisvrouw (nadat hij haar wedergezonden had), 3Met haar twee zonen, welker enes naam was Gersom (want hij zeide: Ik ben een vreemdeling geweest in een vreemd land); 4En de naam des anderen was Eliezer, want, zeide hij, de God mijns vaders is tot mijn Hulpe geweest, en heeft mij verlost van Farao's zwaard. 5Toen nu Jethro, Mozes' schoonvader, met zijn zonen en zijn huisvrouw, tot Mozes kwam, in de woestijn, aan den berg Gods, waar hij zich gelegerd had, 6Zo zeide hij tot Mozes: Ik, uw schoonvader Jethro, kom tot u, met uw huisvrouw, en haar beide zonen met haar. 7Toen ging Mozes uit, zijn schoonvader tegemoet, en hij boog zich, en kuste hem; en zij vraagden de een den ander naar den welstand, en zij gingen naar de tent. 8En Mozes vertelde zijn schoonvader alles, wat de HEERE aan Farao en aan de Egyptenaren gedaan had, om Israels wil; al de moeite, die hun op dien weg ontmoet was, en dat hen de HEERE verlost had. 9Jethro nu verheugde zich over al het goede, hetwelk de HEERE Israel gedaan had; dat Hij het verlost had uit de hand der Egyptenaren. 10En Jethro zeide: Gezegend zij de HEERE, Die ulieden verlost heeft uit de hand der Egyptenaren, en uit Farao's hand; Die dit volk van onder de hand der Egyptenaren verlost heeft! 11Nu weet ik, dat de HEERE groter is dan alle goden; want in de zaak, waarin zij trotselijk gehandeld hebben, was Hij boven hen. 12Toen nam Jethro, de schoonvader van Mozes, Gode brandoffer en slachtofferen; en Aaron kwam, en al de oversten van Israel, om brood te eten met den schoonvader van Mozes, voor het aangezicht Gods. 13Doch het geschiedde des anderen daags, zo zat Mozes om het volk te richten, en het volk stond voor Mozes, van den morgen tot den avond. 14Als de schoonvader van Mozes alles zag, wat hij het volk deed, zo zeide hij: Wat ding is dit, dat gij het volk doet? Waarom zit gij zelf alleen, en al het volk staat voor u, van den morgen tot den avond? 15Toen zeide Mozes tot zijn schoonvader: Omdat dit volk tot mij komt, om God raad te vragen. 16Wanneer zij een zaak hebben, zo komt het tot mij, dat ik richte tussen den man en tussen zijn naaste; en dat ik hun bekend make Gods instellingen en Zijn wetten. 17Doch de schoonvader van Mozes zeide tot hem: De zaak is niet goed, die gij doet. 18Gij zult geheel vervallen, zo gij, als dit volk, hetwelk bij u is; want deze zaak is te zwaar voor u, gij alleen kunt het niet doen. 19Hoor nu mijn stem, ik zal u raden, en God zal met u zijn; wees gij voor het volk bij God, en breng gij de zaken voor God; 20En verklaar hun de instellingen en de wetten, en maak hun bekend den weg, waarin zij wandelen zullen, en het werk, dat zij doen zullen. 21Doch zie gij om, onder al het volk, naar kloeke mannen, God vrezende, waarachtige mannen, de gierigheid hatende; stel ze over hen, oversten der duizenden, oversten der honderden, oversten der vijftigen, oversten der tienen. 22Dat zij dit volk te allen tijde richten; doch het geschiede, dat zij alle grote zaken aan u brengen, maar dat zij alle kleine zaken richten; verlicht alzo uzelven, en laat hen met u dragen. 23Indien gij deze zaak doet, en God het u gebiedt, zo zult gij kunnen bestaan; zo zal ook al dit volk in vrede aan zijn plaats komen. 24Mozes nu hoorde naar de stem van zijn schoonvader, en hij deed alles, wat hij gezegd had. 25En Mozes verkoos kloeke mannen, uit gans Israel, en maakte hen tot hoofden over het volk; oversten der duizenden, oversten der honderden, oversten der vijftigen, en oversten der tienen; 26Dat zij het volk te allen tijde richtten, de harde zaak tot Mozes brachten, maar zij alle kleine zaak richtten. 27Toen liet Mozes zijn schoonvader trekken; en hij ging naar zijn land.
