Perché siedi solo, e tutto il popolo ti sta attorno dal mattino fino alla sera?" 15E Mosè rispose al suo suocero: "Perché il popolo viene da me per consultare Dio. 16Quand’essi hanno qualche affare, vengono da me, e io giudico fra l’uno e l’altro, e fo loro conoscere gli ordini di Dio e le sue leggi". 17Ma il suocero di Mosè gli disse: "Questo che tu fai non va bene. 18Tu ti esaurirai certamente: tu e questo popolo ch’è teco; poiché quest’affare è troppo grave per te; tu non puoi bastarvi da te solo. 19Or ascolta la mia voce; io ti darò un consiglio, e Dio sia teco: Sii tu il rappresentante del popolo dinanzi a Dio, e porta a Dio le loro cause. 20Insegna loro gli ordini e le leggi, e mostra loro la via per la quale han da camminare e quello che devon fare; 21ma scegli fra tutto il popolo degli uomini capaci che temano Dio: degli uomini fidati, che detestino il lucro iniquo; e stabiliscili sul popolo come capi di migliaia, capi di centinaia, capi di cinquantine e capi di diecine; 22e rendano essi ragione al popolo in ogni tempo; e riferiscano a te ogni affare di grande importanza, ma ogni piccolo affare lo decidano loro. Allevia così il peso che grava su te, e lo portino essi teco. 23Se tu fai questo, e se Dio te l’ordina, potrai durare; e anche tutto questo popolo arriverà felicemente al luogo che gli è destinato". 24Mosè acconsentì al dire del suo suocero, e fece tutto quello ch’egli avea detto. 25E Mosè scelse fra tutto Israele degli uomini capaci, e li stabilì capi del popolo: capi di migliaia, capi di centinaia, capi di cinquantine e capi di diecine. 26E quelli rendevano ragione al popolo in ogni tempo; le cause difficili le portavano a Mosè, ma ogni piccolo affare lo decidevano loro. 27Poi Mosè accomiatò il suo suocero, il quale se ne tornò al suo paese.
1Now Jethro, the priest of Midian, Moses’ father-in-law, heard of all that God had done for Moses, and for Israel his people, how that Yahweh had brought Israel out of Egypt. 2Jethro, Moses’ father-in-law, received Zipporah, Moses’ wife, after he had sent her away, 3and her two sons. The name of one son was Gershom, for Moses said, “I have lived as a foreigner in a foreign land”. 4The name of the other was Eliezer, for he said, “My father’s God was my help and delivered me from Pharaoh’s sword.” 5Jethro, Moses’ father-in-law, came with his sons and his wife to Moses into the wilderness where he was encamped, at the Mountain of God. 6He said to Moses, “I, your father-in-law Jethro, have come to you with your wife, and her two sons with her.” 7Moses went out to meet his father-in-law, and bowed and kissed him. They asked each other of their welfare, and they came into the tent. 8Moses told his father-in-law all that Yahweh had done to Pharaoh and to the Egyptians for Israel’s sake, all the hardships that had come on them on the way, and how Yahweh delivered them. 9Jethro rejoiced for all the goodness which Yahweh had done to Israel, in that he had delivered them out of the hand of the Egyptians. 10Jethro said, “Blessed be Yahweh, who has delivered you out of the hand of the Egyptians, and out of the hand of Pharaoh; who has delivered the people from under the hand of the Egyptians. 11Now I know that Yahweh is greater than all gods because of the thing in which they dealt arrogantly against them.” 12Jethro, Moses’ father-in-law, took a burnt offering and sacrifices for God. Aaron came with all of the elders of Israel, to eat bread with Moses’ father-in-law before God. 13On the next day, Moses sat to judge the people, and the people stood around Moses from the morning to the evening. 14When Moses’ father-in-law saw all that he did to the people, he said, “What is this thing that you do for the people? Why do you sit alone, and all the people stand around you from morning to evening?” 15Moses said to his father-in-law, “Because the people come to me to inquire of God. 16When they have a matter, they come to me, and I judge between a man and his neighbor, and I make them know the statutes of God, and his laws.” 17Moses’ father-in-law said to him, “The thing that you do is not good. 18You will surely wear away, both you, and this people that is with you; for the thing is too heavy for you. You are not able to perform it yourself alone. 19Listen now to my voice. I will give you counsel, and God be with you. You represent the people before God, and bring the causes to God. 20You shall teach them the statutes and the laws, and shall show them the way in which they must walk, and the work that they must do. 21Moreover you shall provide out of all the people able men, such as fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. 22Let them judge the people at all times. It shall be that every great matter they shall bring to you, but every small matter they shall judge themselves. So shall it be easier for you, and they shall share the load with you. 23If you will do this thing, and God commands you so, then you will be able to endure, and all of these people also will go to their place in peace.” 24So Moses listened to the voice of his father-in-law, and did all that he had said. 25Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. 26They judged the people at all times. They brought the hard causes to Moses, but every small matter they judged themselves. 27Moses let his father-in-law depart, and he went his way into his own land.

Waarom zit gij zelf alleen, en al het volk staat voor u, van den morgen tot den avond? 15Toen zeide Mozes tot zijn schoonvader: Omdat dit volk tot mij komt, om God raad te vragen. 16Wanneer zij een zaak hebben, zo komt het tot mij, dat ik richte tussen den man en tussen zijn naaste; en dat ik hun bekend make Gods instellingen en Zijn wetten. 17Doch de schoonvader van Mozes zeide tot hem: De zaak is niet goed, die gij doet. 18Gij zult geheel vervallen, zo gij, als dit volk, hetwelk bij u is; want deze zaak is te zwaar voor u, gij alleen kunt het niet doen. 19Hoor nu mijn stem, ik zal u raden, en God zal met u zijn; wees gij voor het volk bij God, en breng gij de zaken voor God; 20En verklaar hun de instellingen en de wetten, en maak hun bekend den weg, waarin zij wandelen zullen, en het werk, dat zij doen zullen. 21Doch zie gij om, onder al het volk, naar kloeke mannen, God vrezende, waarachtige mannen, de gierigheid hatende; stel ze over hen, oversten der duizenden, oversten der honderden, oversten der vijftigen, oversten der tienen. 22Dat zij dit volk te allen tijde richten; doch het geschiede, dat zij alle grote zaken aan u brengen, maar dat zij alle kleine zaken richten; verlicht alzo uzelven, en laat hen met u dragen. 23Indien gij deze zaak doet, en God het u gebiedt, zo zult gij kunnen bestaan; zo zal ook al dit volk in vrede aan zijn plaats komen. 24Mozes nu hoorde naar de stem van zijn schoonvader, en hij deed alles, wat hij gezegd had. 25En Mozes verkoos kloeke mannen, uit gans Israel, en maakte hen tot hoofden over het volk; oversten der duizenden, oversten der honderden, oversten der vijftigen, en oversten der tienen; 26Dat zij het volk te allen tijde richtten, de harde zaak tot Mozes brachten, maar zij alle kleine zaak richtten. 27Toen liet Mozes zijn schoonvader trekken; en hij ging naar zijn land.
