1Ήκουσε δε ο Ιοθόρ, ο ιερεύς της Μαδιάμ, ο πενθερός του Μωϋσέως, πάντα όσα έκαμεν ο Θεός εις τον Μωϋσήν και εις τον Ισραήλ τον λαόν αυτού, ότι εξήγαγεν ο Κύριος τον Ισραήλ εξ Αιγύπτου. 2Και έλαβεν ο Ιοθόρ, ο πενθερός του Μωϋσέως, Σεπφώραν την γυναίκα του Μωϋσέως, την οποίαν είχε πέμψει οπίσω, 3και τους δύο αυτής υιούς, εκ των οποίων του ενός το όνομα ήτο Γηρσώμ, Διότι πάροικος, είπεν, εστάθην εν ξένη γή· 4του δε άλλου το όνομα Ελιέζερ, Διότι ο Θεός, είπε, του πατρός μου εστάθη βοηθός μου και με έσωσεν εκ της μαχαίρας του Φαραώ· 5και ήλθεν ο Ιοθόρ ο πενθερός του Μωϋσέως προς τον Μωϋσήν μετά των υιών αυτού και μετά της γυναικός αυτού εις την έρημον, όπου ήτο εστρατοπεδευμένος εις το όρος του Θεού· 6και ανήγγειλε προς τον Μωϋσήν, Εγώ Ιοθόρ ο πενθερός σου έρχομαι προς σε και η γυνή σου και οι δύο υιοί αυτής μετ' αυτής. 7Και εξήλθεν ο Μωϋσής εις συνάντησιν του πενθερού αυτού και προσεκύνησεν αυτόν και εφίλησεν αυτόν· και ηρώτησαν ο εις τον άλλον περί της υγείας αυτών, και εισήλθον εις την σκηνήν. 8Και διηγήθη ο Μωϋσής προς τον πενθερόν αυτού πάντα όσα ο Κύριος έκαμεν εις τον Φαραώ και εις τους Αιγυπτίους υπέρ του Ισραήλ, πάντας τους μόχθους οίτινες συνέβησαν εις αυτούς καθ' οδόν, και ηλευθέρωσεν αυτούς ο Κύριος. 9Υπερεχάρη δε ο Ιοθόρ διά πάντα τα αγαθά όσα ο Κύριος έκαμεν εις τον Ισραήλ, τον οποίον ηλευθέρωσεν εκ χειρός των Αιγυπτίων. 10Και είπεν ο Ιοθόρ, Ευλογητός Κύριος, όστις σας ηλευθέρωσεν εκ χειρός των Αιγυπτίων και εκ χειρός του Φαραώ· όστις ηλευθέρωσε τον λαόν υποκάτωθεν της χειρός των Αιγυπτίων· 11τώρα γνωρίζω ότι ο Κύριος είναι μέγας υπέρ πάντας τους θεούς· διότι εις το πράγμα, εις το οποίον υπερηφανεύθησαν, εστάθη ανώτερος αυτών. 12Έλαβεν έπειτα ο Ιοθόρ, ο πενθερός του Μωϋσέως, ολοκαυτώματα και θυσίας διά να προσφέρη εις τον Θεόν· και ήλθεν ο Ααρών, και πάντες οι πρεσβύτεροι του Ισραήλ, να φάγωσιν άρτον μετά του πενθερού του Μωϋσέως, έμπροσθεν του Θεού. 13Και την επαύριον εκάθισεν ο Μωϋσής διά να κρίνη τον λαόν. και παρίστατο ο λαός έμπροσθεν του Μωϋσέως από πρωΐας έως εσπέρας. 14Και ιδών ο πενθερός του Μωϋσέως πάντα όσα έκαμνεν εις τον λαόν, είπε, Τι είναι τούτο το πράγμα, το οποίον κάμνεις εις τον λαόν; διά τι συ κάθησαι μόνος, άπας δε ο λαός παρίσταται έμπροσθέν σου από πρωΐας έως εσπέρας; 15Και είπεν ο Μωϋσής προς τον πενθερόν αυτού, διότι ο λαός έρχεται προς εμέ διά να ερωτήση τον Θεόν· 16όταν έχωσιν υπόθεσίν τινά, έρχονται προς εμέ και εγώ κρίνω μεταξύ του ενός και του άλλου· και δεικνύω εις αυτούς τα προστάγματα του Θεού και τους νόμους αυτού. 17Και είπεν ο πενθερός του Μωϋσέως προς αυτόν, Δεν είναι καλόν το πράγμα, το οποίον κάμνεις· 18βεβαίως και συ θέλεις αποκάμει και ο λαός ούτος ο μετά σού· διότι το πράγμα είναι πολύ βαρύ διά σέ· δεν δύνασαι μόνος να κάμνης τούτο. 19Άκουσον λοιπόν την φωνήν μου· θέλω σε συμβουλεύσει και ο Θεός θέλει είσθαι μετά σού· συ μεν έσο ενώπιον του Θεού υπέρ του λαού, διά να αναφέρης τας υποθέσεις προς τον Θεόν· 20και δίδασκε αυτούς τα προστάγματα και τους νόμους και δείκνυε προς αυτούς την οδόν εις την οποίαν πρέπει να περιπατώσι, και τα έργα τα οποία πρέπει να πράττωσι· 21πλην έκλεξον εκ παντός του λαού άνδρας αξίους, φοβουμένους τον Θεόν, άνδρας φιλαλήθεις, μισούντας την φιλαργυρίαν· και κατάστησον αυτούς επ' αυτών χιλιάρχους, εκατοντάρχους, πεντηκοντάρχους και δεκάρχους· 22και ας κρίνωσι τον λαόν πάντοτε· και πάσαν μεν μεγάλην υπόθεσιν ας αναφέρωσι προς σέ· πάσαν δε μικράν υπόθεσιν ας κρίνωσιν αυτοί· ούτω θέλεις ανακουφισθή, και θέλουσι βαστάζει το βάρος μετά σου. 23εάν κάμης τούτο το πράγμα και ο Θεός σε προστάζη ούτω, τότε θέλεις δυνηθή να ανθέξης, και προσέτι πας ο λαός ούτος θέλει φθάσει εις τον τόπον αυτού εν ειρήνη. 24Και ήκουσεν ο Μωϋσής την φωνήν του πενθερού αυτού και έκαμε πάντα όσα είπε. 25Και έκλεξεν ο Μωϋσής εκ παντός του Ισραήλ άνδρας αξίους και κατέστησεν αυτούς αρχηγούς επί του λαού, χιλιάρχους, εκατοντάρχους, πεντηκοντάρχους και δεκάρχους· 26και έκρινον τον λαόν εν παντί καιρώ· τας μεν υποθέσεις τας δυσκόλους ανέφερον προς τον Μωϋσήν, πάσαν δε μικράν υπόθεσιν έκρινον αυτοί. 27Έπειτα προέπεμψεν ο Μωϋσής τον πενθερόν αυτού και απήλθεν εις την γην αυτού.
1Now Jethro, the priest of Midian, Moses’ father-in-law, heard of all that God had done for Moses, and for Israel his people, how that Yahweh had brought Israel out of Egypt. 2Jethro, Moses’ father-in-law, received Zipporah, Moses’ wife, after he had sent her away, 3and her two sons. The name of one son was Gershom, for Moses said, “I have lived as a foreigner in a foreign land”. 4The name of the other was Eliezer, for he said, “My father’s God was my help and delivered me from Pharaoh’s sword.” 5Jethro, Moses’ father-in-law, came with his sons and his wife to Moses into the wilderness where he was encamped, at the Mountain of God. 6He said to Moses, “I, your father-in-law Jethro, have come to you with your wife, and her two sons with her.” 7Moses went out to meet his father-in-law, and bowed and kissed him. They asked each other of their welfare, and they came into the tent. 8Moses told his father-in-law all that Yahweh had done to Pharaoh and to the Egyptians for Israel’s sake, all the hardships that had come on them on the way, and how Yahweh delivered them. 9Jethro rejoiced for all the goodness which Yahweh had done to Israel, in that he had delivered them out of the hand of the Egyptians. 10Jethro said, “Blessed be Yahweh, who has delivered you out of the hand of the Egyptians, and out of the hand of Pharaoh; who has delivered the people from under the hand of the Egyptians. 11Now I know that Yahweh is greater than all gods because of the thing in which they dealt arrogantly against them.” 12Jethro, Moses’ father-in-law, took a burnt offering and sacrifices for God. Aaron came with all of the elders of Israel, to eat bread with Moses’ father-in-law before God. 13On the next day, Moses sat to judge the people, and the people stood around Moses from the morning to the evening. 14When Moses’ father-in-law saw all that he did to the people, he said, “What is this thing that you do for the people? Why do you sit alone, and all the people stand around you from morning to evening?” 15Moses said to his father-in-law, “Because the people come to me to inquire of God. 16When they have a matter, they come to me, and I judge between a man and his neighbor, and I make them know the statutes of God, and his laws.” 17Moses’ father-in-law said to him, “The thing that you do is not good. 18You will surely wear away, both you, and this people that is with you; for the thing is too heavy for you. You are not able to perform it yourself alone. 19Listen now to my voice. I will give you counsel, and God be with you. You represent the people before God, and bring the causes to God. 20You shall teach them the statutes and the laws, and shall show them the way in which they must walk, and the work that they must do. 21Moreover you shall provide out of all the people able men, such as fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. 22Let them judge the people at all times. It shall be that every great matter they shall bring to you, but every small matter they shall judge themselves. So shall it be easier for you, and they shall share the load with you. 23If you will do this thing, and God commands you so, then you will be able to endure, and all of these people also will go to their place in peace.” 24So Moses listened to the voice of his father-in-law, and did all that he had said. 25Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. 26They judged the people at all times. They brought the hard causes to Moses, but every small matter they judged themselves. 27Moses let his father-in-law depart, and he went his way into his own land.

Waarom zit gij zelf alleen, en al het volk staat voor u, van den morgen tot den avond? 15Toen zeide Mozes tot zijn schoonvader: Omdat dit volk tot mij komt, om God raad te vragen. 16Wanneer zij een zaak hebben, zo komt het tot mij, dat ik richte tussen den man en tussen zijn naaste; en dat ik hun bekend make Gods instellingen en Zijn wetten. 17Doch de schoonvader van Mozes zeide tot hem: De zaak is niet goed, die gij doet. 18Gij zult geheel vervallen, zo gij, als dit volk, hetwelk bij u is; want deze zaak is te zwaar voor u, gij alleen kunt het niet doen. 19Hoor nu mijn stem, ik zal u raden, en God zal met u zijn; wees gij voor het volk bij God, en breng gij de zaken voor God; 20En verklaar hun de instellingen en de wetten, en maak hun bekend den weg, waarin zij wandelen zullen, en het werk, dat zij doen zullen. 21Doch zie gij om, onder al het volk, naar kloeke mannen, God vrezende, waarachtige mannen, de gierigheid hatende; stel ze over hen, oversten der duizenden, oversten der honderden, oversten der vijftigen, oversten der tienen. 22Dat zij dit volk te allen tijde richten; doch het geschiede, dat zij alle grote zaken aan u brengen, maar dat zij alle kleine zaken richten; verlicht alzo uzelven, en laat hen met u dragen. 23Indien gij deze zaak doet, en God het u gebiedt, zo zult gij kunnen bestaan; zo zal ook al dit volk in vrede aan zijn plaats komen. 24Mozes nu hoorde naar de stem van zijn schoonvader, en hij deed alles, wat hij gezegd had. 25En Mozes verkoos kloeke mannen, uit gans Israel, en maakte hen tot hoofden over het volk; oversten der duizenden, oversten der honderden, oversten der vijftigen, en oversten der tienen; 26Dat zij het volk te allen tijde richtten, de harde zaak tot Mozes brachten, maar zij alle kleine zaak richtten. 27Toen liet Mozes zijn schoonvader trekken; en hij ging naar zijn land.
